Accurate estimates are needed for budgeting, verifying, or modifying design decisions at the various stages of the project development and analyzing the accuracy and fairness of contractor bids.

Project owners use cost estimates to determine a project’s scope and feasibility and to allocate budgets. In addition, contractors use them when deciding whether to bid on a project.

To minimize the stresses of potential cost overruns and failing to complete a project, the contractors and owners devote time to estimating how much a project will cost before deciding to move forward with it.
